Notes from [Sir Edward Troup, Permanent Under-Secretary of State, Home Office to WSC] on the principles of political franchise including the following suggestions for categories of women suitable for enfranchisement: those with certain educational qualifications; those who have served a local authority for at least three years; or those with a property qualification who have raised two or three children (who are "neither mentally defective, criminal, nor pauper").
