Letter from Sir George Lloyd [later Lord Lloyd], Governor of Bombay (Government House, Ganeshkhind, [India]) to WSC on: the way in which Lord Reading [earlier Sir Rufus Isaacs] has dealt with Mohandas Gandhi [Mahatma Gandhi] and the Ali brothers; the need to introduce reform into India gradually; the comparatively quiet political situation there at present; Lloyd's agreement with WSC's view that Government money is best spent in Africa rather than Mesopotamia; his private opposition to the settlement of Indians in Africa.
