Telegram from Colonel Oliver Stanley (Secretary of State for the Colonies) to WSC informing him that the only way of contacting General Dakar is via the United States Consul in Achimota [Ghana] or through the United States Army and asking him if he has any objection to the message being sent by the first measure and stating that the essential thing is to establish good relations and that meeting should take place on British soil and asking him if he can substitute his words to read that Lord Swinton [earlier Philip Lloyd Greame and Philip Cunliffe Lister, Minister Resident in West Africa] is ready to fly up to Bathurst at any time T3/3.
